Condition of Common Supply in HT Tariff with High Rise Building Apartments

As per KSEB Terms and Conditions of Supply, 2005, Clause 13(2)(b), "If common and essential loads in the building is 100 kVA and above, separate transformer with HT metering arrangement shall be installed exclusively for such loads".

Consider there are two buildings in the same premises. Let the buildings are having the common and essential loads of 70kVA each (So, total of 140kVA). The two buildings are physically segregated but comes under a single builder. So, they may approach with a single application (being the same premises and in future there may be a single residence association to manage) to Electrical Inspectorate and KSEB.
Consider the following two cases:-
Case 1:- Let both the buildings are fed from a single transformer. In this case, I am sure according to the above clause 13(2)(b), we can insist for another exclusive transformer for the common and essential loads, being above 100kVA.
Case 2:- If the individual buildings are fed from individual transformers? Let them fed through a common 11kV panel. Is it necessary to insist to have another exclusive transformer for the common and essential loads?, each being below 100kVA ( of the individual buildings)

The final solution I reached through discussion in Kerala Electrical Circuit [http://tech.groups.yahoo.com/group/kerala_ec/ ]
(a) if the common and essential loads are shared by both buildings and there is only one connection then H T connection may be insisted.
(b) Consider two independent transformers are fed from a common 11kV panel (1+2) and the common amenities of the two buildings are not at all shared and each of them comes around 70kVA (so the total >100kVA). In such as case, HT tariff common supply need not be insisted.

rule 58. Point of commencement of supply- The point of commencement of supply of energy to a consumer shall be deemed to be the point at the incoming terminal of the cut-outs installed by the consumer under rule 50.

Annexure VI . Part-1 - Clause(6) The main cut-outs or fuses shall be inserted and sealed by the licensee free of cost to the consumer.

Always it is advisable to provide the Cut Out Fuse before Energy Meter and got sealed by KSEB. It is applicable even in the case of Metering Panels of the Multistoried Building Apartments.

3Phase Grid Supply, 1Phase ATS, Single Phase genr. Supply, 3phase wiring, but no 3phase loads

Please refer to the feeding arrangement explained below. I couldn't see anything wrong would happen. The ATS (Automatic Transfer Switch) used is single phase, but the grid supply is 3phase and the load side is also 3phase wired, but without any 3phase loads. When supply is taken from the generator side, the current limiting will function; say, the load limited to 1000W.

Say the total connected load with the consumer is 8kW. The 3phase Breaker will be functioning, while the single phase supply is fed from the generator side.

In normal case, grid supply is fed for the 8kW load. ATS will be in the grid side. When grid supply is OFF, the ATS contacts will move towards the genr. side automatically and single phase supply is fed from the generator.

Please note the situations:

(1) ATS is single phase and current limiting.

(2) The Consumer doesn't have any three phase loads.

(3) The Generator supply will be kept balanced by feeding to other consumers in the similar manner.

So, I am confident with the design. Still, I like to ask you for the comments, whether any demerits?

How to improve the public owned companies?

No one will be there never entered into a government office atleast for their certificate attestation. Though, Public is the boss of these offices, how many of them get back good service? You might have sensed the atmosphere-change of the telecom field. Once the monopoly was over ruling the public by harassing them. But today, from the competitive field they are free to opt, particularly depending upon the individual capacity. He has the diversity to opt, and within no time he gets new connection, after service, etc. Like wise once, even our political leaders were against the computerization. Today, even the party offices can’t function without computer.

Another monopoly the public today faces is in the field of electricity. Even if electricity is in the concurrent list of our Constitution, some bureaucrats keep it away from the public. Even if the law there they fought against, spraying dirt to the eyes of public. Either through the unbundling of the utility or through any other means they suggest, the public should get the good deserving service. Recently, the Central Minister of Electricity was commenting that Kerala was not having any Capacity addition for the ongoing year. We should think, why. Compared with our neighbouring states why we are going back, even in industrialization. Yes, there are many other reasons too, like the government departmental bureaucrats, to whom they have to approach for the clearances.

What is actually happening with present day Government Departmental functions? Could the public get the deserved service? But here, I ask another question too. Whether the inhabitants inside these department roofs get job satisfaction? I am sure, 90% of those who read this will agree with me in the following perspective.

Why the public doesn’t get good service and also why even for the deserving government staff doesn’t get job satisfaction. Politics, Public Interferences, Overwhelming Democracy, etc. are some of the reasons behind. How man reached to this Modern developed world from his Old age? Because, he works with the Nature. Some of you call this Nature as God. Everything to be happened will happen. You ever thought, why majority of our govt. staff flown to foreign countries never get back to their parent departments? The exception is, only a few lazy fellows join back, since their laziness could suite. Yes, that is the root cause, why the perfection couldn’t achieve. The Nature will root to privatize the functions one by one. I am surprised to see some of the real bureaucrats under rule these department functions, without giving relief to the real beneficiaries with their political and influential power. Let me conclude with a single question, why Efficiency Bar couldn’t be implemented to the government staff ?

If some one tells you that, I was earlier working with a Government department and later abandoned. You must ask him, why you left and how you are now? I am sure, he will describe as above. In addition he will murmur to your ear that, I could have left even earlier, but the magic of ‘Job Security’ was dragging me back in my every attempts.

Could we suggest an Electrical Definition to the Height of a Building?

Back Ground
The Indian statutes are defining a Multistoried Building/High Rise Buildings as one having a height of more than 15m. The height is defined to measure from the average street level to the plinth level of the terrace. When there are two approach roads in different levels, we the Kerala Electrical Inspectorate direct to measure the height from the highest level, if fire engine access is there.

I like to get your suggestions in my observation explained below:
The height of a building is defined with the statutes in fire safety angle. What I am thinking is 'Electrical Safety' and 'Fire Safety' are entirely different, though them are mutually interlinked in some angles. Electrical faults may finally lead to electric fire and hence the fire safety inter related. But always the electrical faults may not lead to electric fire alone, instead electric shock to human or damage to the equipments, cables, etc. What I like to ascertain that the measures taken for the fire safety need not be taken same for the electrical safety, particularly in the case of height of the building. But every where with the statutes, for the electrical aspects height of the building is taken same as that of fire safety.
Confusions/Disputes are usually getting aroused in many related cases. For example consider a building in a slanted plot (or it can be in level plot also). It may have 4 floors under-ground and 3 floors above-ground, hence totally 7 floors. But, as per the existing laws it will not come under multistoried building category. Hence, no fire safety restrictions and the same for the electrical side also. In other words, the concerned electrical engineer of the project doesn't have the head ache to design considering the relevant electrical safety regulations as in the case multistoried buildings. Also, KSEB need to give power supply even without getting the clearances from Electrical Inspectorate.

Now, think back what I explained above. The building is being actually 7 storied; the electrical safety need to be same as in the case of a 7 storied high rise building. Where as fire safety is enough, 4 floors being below ground and the fire engine is accessible in the top road level, in case of emergency.
I am trying to ask, why can't we think about having a different definition about the height of the building in electrical safety aspects? Please forward your suggestions and ask me any more clarification about what I explained above.
